This is one of the consonant sandhi sutras.
When a 'hu' is preceded by a 'jhay', optionally replace it with its corresponding 'jhay' element from the aspirated 4th column (for e.g., if the 'jhay' is 'd', then replace 'h' with 'dh'). As shown in the illustration below, if this sutra is in a chain of sutras, preceded by the 8.2.39 sutra (which transforms the final consonant of the preceding word with a 'jash'), the result will be an apparent doubling of the 'jash'.
